Police probe Borno deputy gov’s death

The police have started investigations into the sudden death of the Deputy Governor of Borno State, Mr. Zannah Umar Mustapha, at a Yola hotel in the early hours of Saturday.

Though no arrest had been made as of the time of filing this report on Saturday evening, the Public Relations Officer of the Adamawa State Police Command, DSP Abubakar Othman, told our correspondent on phone that the Police has not ruled out anything yet.

He said it was still early to close the case, saying, “We have started investigations of what might be responsible for the sudden death of the late deputy governor.”

The deputy governor was found dead by his aides on Saturday morning after they forced the door to his room open as he was late to come out to begin the day’s work.

Mustapha, according to some of his aides who spoke on condition of anonymity, said the deputy governor retired to bed at about 11pm on Friday and had told his aides to come for Saturday’s activities at 7:30am.

One of the aides said, “We became suspicious and worried when the deputy governor did not come out of the hotel room by 8:30am and we decided to knock on his door, when he was not answering, some of us went to peep through the window forcing it open.

“We saw that he was lying on the bed clutching the pillow closely, we shouted his name but he did not answer. It was at this stage that we decided to call the hotel staff to open the door.

“When we got inside, we saw him lying face down, and on close examination, we saw some saliva and blood being discharged from his mouth and we rushed him to the hospital where he was confirmed dead.”

It was gathered that the deputy governor was taken to the Federal Medical Centre in Yola.

He was later taken to the Yola airport where he was transported to the Borno state capital to be buried.

The aircraft that brought his corpse touched down at the Maiduguri International Airport at 4:10pm and he was immediately taken to his official lodge to be prepared for funeral.

The final prayer for the repose of his body was conducted by the Imam Idaini of Borno, Imam Adam Ibn Elsunusiya who led other prominent individuals, including the Borno state governor, Mr. Kashim Shettima, the Yobe deputy governor, Mr. Abubakar Aliyu, Adamawa deputy governor, , the National Security Adviser, Maj, General Babagana Monguno and other service chiefs who were in Borno and Yobe state to assess the security situation.

Mustapha was later taken to his final resting place, the Maiduguri cemetery, Gwange where we was interred on Saturday evening.

  1. Text from Sen. Feinstein website:Washington, DC – U.S. Senator Dianne Feinstein (D-Calif.) today qneutiosed Interior Secretary Dirk Kempthorne on the consistency of the safety protocols used by the Bureau of Land Management (BLM). The recent tragic death of California resident James Kim called attention to the inconsistency of the measures used by the BLM to manage and secure federal roads.California resident James Kim perished over the Thanksgiving holiday trying to rescue his wife and two daughters. The Kim family’s vehicle had been stranded when it was trapped in a snow bank on a BLM road that was supposed to be closed to the public, but was not properly secured. In a letter to Secretary Kempthorne, Senator Feinstein urged the Department to determine whether BLM protocols were followed, or if new procedures need to be put in place. Senator Feinstein is expected to be the new Chairman of the Senate Appropriations Subcommittee on the Interior and Related Agencies. The following is the text of the letter sent to Secretary Kempthorne:January 2, 2007The Honorable Dirk KempthorneDepartment of the Interior1849 C Street, NWWashington, DC 20240Dear Secretary Kempthorne:I write regarding the tragedy that befell a constituent of mine, James Kim, and his family, over the Thanksgiving holiday. I hope you can shed some light on the particulars of this situation and what actions the Department has taken to prevent similar occurrences in the future.I understand that BLM personnel participated in the search for the Kim family and I want to commend their efforts. However, I am disturbed by what appears to be a failure to follow instruction and a deviation from agency policy that contributed to cause this incident. It is my understanding that a BLM supervisor directed agency personnel to lock the closure gate on BLM Road #34-8-36, but that direction was not followed, nor was the supervisor informed that the gate was not locked. It was also reported in the media that a non-Bureau combination lock had been placed on the gate to keep it open. This appears to be the third incident of unintentional entry involving this road in 2006. I would appreciate your direct involvement in determining whether BLM protocols were followed, or if new procedures need to be put in place. I would like a number of specific questions answered: * Did BLM personnel disregard instruction to lock the closure gate to Road #34-8-36? * Does BLM or the Josephine County Sheriff patrol the gate to Road #34-8-36 when it is supposed to be closed? How frequently? * Was there a non-Bureau lock on the gate to keep it open? * Was there adequate signage to deter accidental public access?Thank you for your personal attention to this matter. I look forward to your involvement and response.Best Personal Regards, Sincerely, Dianne Feinstein United States Senator
